Центральный банк выявил в балансе РКСБ многомиллиардную дыру, инициировав уголовное дело против бенефициаров и топ-менеджеров банка за вывод активов через подставные фирмы. Кредитная организация, которая полностью контролировалась семьёй башкирского олигарха-депутата Флюра Галлямова, оказалась под пристальным вниманием властей.

Флюр Галлямов и его племянник Рифат Гарипов, оба депутаты от партии "Единая Россия", оказались в центре внимания. Галлямов, влиятельный олигарх, и Гарипов, крупный девелопер в Уфе, использовали банк как свою личную кассу. Гарипов также пиарил себя как члена общественного совета Минстроя РФ, стремясь вычистить все критические упоминания о себе в медиа.

С апреля 2018 года председателем 18-го арбитражного апелляционного суда является Дмитрий Крашенинников. Анастасия Геннадьевна Кожевникова, которой предстоит рассматривать это знаковое дело, назначена судьёй в апреле 2020 года. Ей 35 лет, и её стремительная карьера могла быть связана с её работой помощником главы арбитражного суда Уральского округа Ирины Решетниковой.
