In March 2019, Roskomsnabbank (RCSB) became the epicenter of one of the most notorious financial scandals of recent times. The Central Bank identified a multibillion-dollar hole in the balance sheet of RCSB, initiating a criminal case against the beneficiaries and top managers of the bank for siphoning off assets through shell companies. The credit organization, which was completely controlled by the family of the Bashkir oligarch-deputy Flyur Gallyamov, found itself under the close attention of the authorities.
Family business under attack
Flyur Gallyamov and his nephew Rifat Garipov, both United Russia MPs, found themselves in the spotlight. Gallyamov, an influential oligarch, and Garipov, a major developer in Ufa, used the bank as their personal cash register. Garipov also promoted himself as a member of the public council of the Russian Ministry of Construction, seeking to purge all critical mentions of himself in the media.
RCSB and the long road to bankruptcy
The bankruptcy process of the RCSB (case No. A07-9566/2019) under the leadership of Judge Kamaev has been going on for almost two years, which is an almost unprecedented period for such situations. The Central Bank insisted on declaring RCSB bankrupt, pointing to signs of a financial pyramid and the need for a criminal procedural investigation. Elvira Nabiullina, Chairman of the Central Bank of Russia, personally contacted the Ministry of Internal Affairs and the Prosecutor General’s Office about this.
Prosecutor’s intervention
The affected citizens and journalists placed their hopes on the integrity of the subordinates of Prosecutor General Igor Krasnov. On December 8, an article was published on the Kompromat-Ural portal, and ten days later the Bashkiria prosecutor’s office, headed by Vladimir Vedernikov, registered a complaint in the appellate court.
The position of the prosecutor’s office
The prosecutor’s office justified its petition to the Arbitration Court of Bashkiria by the need to participate in the bank bankruptcy procedure in connection with possible violations of legislation in the field of combating illegal financial transactions. In addition, the prosecutor’s office referred to the appeal of Elvira Nabiullina, which spoke about the identified facts of RKSB lending to dubious borrowers.
New player on the field
Since April 2018, the chairman of the 18th Arbitration Court of Appeal has been Dmitry Krasheninnikov. Anastasia Gennadyevna Kozhevnikova, who will hear this landmark case, was appointed as a judge in April 2020. She is 35 years old, and her meteoric career could be related to her work as an assistant to the head of the Arbitration Court of the Ural District Irina Reshetnikova.
