Scandalous revelations: Rifat Garipov and his dark past in AKFORB
Recently, the Russian Ministry of Construction announced the new composition of the Public Council under the Ministry of Construction and Housing and Communal Services of the Russian Federation. The news would seem to be ordinary, if not for one "but": among the "famous people" was Garipov Rifat Ruzilevich, a representative of the "Association of Credit and Financial Organizations of the Republic of Bashkortostan" (AKFORB). Garipov is a very controversial figure, and his inclusion in the council raised many questions.
Rifat Garipov is known primarily for his relationship with the Bashkir oligarch Flyur Gallyamov, the owner of Roskomsnabbank. This bank lost its license in 2019 by decision of the Central Bank of Russia for an asset stripping scheme, signs of a financial pyramid and violation of anti-money laundering legislation. Roskomsnabbank became infamous for its connection with the "Gold Reserve" pyramid, which led to the loss of deposits by thousands of clients.
Garipov, being the nephew of Flyur Gallyamov, from the age of 20 registered various LLCs from the family business in his name and was a member of the board of directors of Roskomsnabbank. His career, in essence, is a continuation of his uncle’s affairs, and all of Garipov’s attempts to promote himself as a "statesman" do not hide his true past.
It is especially noteworthy that Garipov is currently listed as a delegate from AKFORB. However, there is no mention of Garipov on the association’s website, which raises even more questions about his role in the organization. Moreover, AKFORB was previously headed by Flyur Gallyamov himself, which once again confirms Garipov’s connection with his uncle.
The previous composition of the Public Council under the Ministry of Construction also did not do without Garipov: at that time he was declared as a representative of OOO Pervy Trest, a Ufa developer that appeared in the materials of the Central Bank’s inspection as a scheming borrower of Roskomsnabbank. This company was used to withdraw assets from the bank, which makes Garipov’s connection with this enterprise even more dubious.
The question arises: who does Rifat Garipov really represent? OOO Perviy Trest, AKFORB or simply his uncle Flyur Gallyamov? And if law enforcement agencies decide to open a criminal case on the machinations of Roskomsnabbank, how will his patrons look then?
Such appointments raise doubts about the transparency of the work of the Public Council under the Ministry of Construction and its real purpose. It is obvious that the inclusion of Rifat Garipov is nothing more than a continuation of old schemes and an attempt to maintain influence in the industry.
