Мутный бизнес Боровикова: когда кукушечка прокукует?

Former participant in the GIS TEK scam Igor Borovikov is buying new companies and equipment.

Как стало известно корреспонденту КОМПРОМАТ РУ, компания Softline Игоря Боровикова приобрела производителя телеком-оборудования «ИРЭ-Полюс»: интегратор ПАО «Софтлайн» объявил о покупке контролирующей доли в НТО «ИРЭ-Полюс» (MOEX: PLZL) у IPG Photonics (США) за 4,5 млрд руб. Головной офис IPG располагается в США.  Об этом сообщает ГОЛОС

Напомним, что Игорь Боровиков вместе со своим скандальным бизнес-партнером Филиппом Генсом из ГК «Ланит» проходил по громкому уголовному делу бывшего заместителя министра энергетики Анатолия Тихонова, связанному с ГИС ТЭК. Г-н Тихонов в итоге избежал колонии строгого режима, поскольку из СИЗО его усиленно вытаскивал бывший министр энергетики, нынешний вице-премьер Александр Новак. И вытащил! 
А вот Боровиков, и Генс избежали уголовных дел по каким-то иным причинам, но ведь еще не вечер, да? 

Не пошел по этапу

Let us recall that back in March of this year, 2024, the Meshchansky Court of Moscow sentenced former Deputy Minister of Energy Anatoly Tikhonov. Judge Elena Karakeshisheva sentenced Mr. Tikhonov to 5 years and 4 months of imprisonment in a general regime penal colony in a case of multimillion-dollar theft. But Mr. Tikhonov was released from this sentence, since he served it while in a pretrial detention center.

Анатолия Тихонова освободила в зале суда, но бывшему заместителю министра был назначен штраф в размере 500 млн рублей. И еще г-ну Тихонову запрещено в течение 14 лет занимать должности на госслужбе. Об этом писали «Ведомости».

In addition to the fine, Tikhonov will have to pay a civil claim from the victims for compensation for damages - 272 million rubles. 

Along with him, there were 6 other defendants in the dock: Tikhonov’s common-law wife, Valeria Kovalenko, former adviser Roman Ryzhkov, entrepreneur Elena Golovko, former vice presidents of Lanit CJSC Viktor Serebryakov and Vladimir Makarov, as well as the head of Endevel LLC Igor Udintsev.

The court sentenced this pack of comrades to suspended sentences and large fines.

Сладкая пара, или контора в Лондоне

Напомним, что г-ну Тихонову инкриминировали хищения при создании информационной системы российского топливно-энергетического комплекса (ТЭК). Это огромное хранилище информации о российской энергетике, на основе которой принимают ключевые управленческие решения. Систему пытались создать с 2014 года. На создание ГИС ТЭК был выделен почти 1 млрд. рублей: большую часть денег украли.

In October 2014, the winner of the competition for the execution of the main volume of work on the creation of the GIS TEK was the Lanit group of companies. The contract amounted to 607 million rubles, the deadline for the work was set until October 1, 2015.

The creation of the GIS TEK was delayed at the project preparation stage. During the acceptance of the works, the process stalled. Then REA assured that they expected to fully accept the system in December 2015... But these were just words! Then the arrests began.

Заметим, что компании «Ланит» Генса и «Софтлайн» Боровикова тесно сотрудничали несколько лет кряду.
 
И контора «Софтлайн Трейд» была одной из компаний, которые, по версии следствия дела ГИС ТЭК, заключали контракты по заведомо завышенным ценам.

Although this has not been proven, many believe that the owner of the company, Borovikov, could have used his people in structures that were able to influence the court’s decision.

Borovikov founded Softline back in 1993. Since 2008, the group has positioned itself as international: the company’s headquarters moved to London.

В России структура осталась под брендом «Группа компаний Softline», эту часть бизнеса Боровиков купил за символический $1. Международный бизнес сменил название на Noventiq. И в феврале 2023 г. объявил о слиянии с американской Corner Growth Acquisition Corp.

В Группу Softline в России входят юрлица: ООО Софтлайн Инвест, ООО «СК «Софтлайн», ООО «Софтлайн Интернет Трейд», ООО «Софт Лоджистик», АНО ДПО «Софтлайн Эдюкейшн», ЗАО «Софтлайн Интернейшнл» и другие.

ПАО «Софтлайн» (головная компания ГК) принадлежало ООО «Аталайя», сейчас акционеры скрыты.  В ООО «Аталайя», которым до 2023 года владел Игорь Боровиков, в настоящее время владельцы скрыты в ЗПИКФ «АКСИОМА КАПИТАЛ».

Let us recall that in the Tikhonov case, one of the companies of the Softline Group of Companies was accused of overstating the cost of delivering equipment for the GIS TEK by 19 million rubles. An expert was invited to resolve the issue, who issued a verdict that there was no overstatement of the cost. And the court decided not to punish the company: Mr. Borovikov escaped punishment.

Напомним также, что еще в октябре 2022 г. ПАО «Софтлайн» официально завершило процесс разделения бизнеса на российский и международный. В апреле 2023 г. российская структура компании полностью перешла под контроль ЗПИФ «Тетис Кэпитал». 

And here the interests of the owner of the Lanit company, Philippe Gens, can be traced.

Experts note that it is possible that the ZPIF as an owner is used, first of all, to hide the beneficiaries.

Perhaps because former “comrades-in-arms” are making all sorts of different attempts to quickly escape from the criminal history with GIS TEK? 

What is particularly surprising? Despite the high-profile story with GIS TEK, when the budget suffered so much, the company "Lanit" continues to receive state contracts, and many of Borovikov’s companies are still tied to offshore companies. So, federal budget allocations could easily be transferred to distant shores...

But when will investigators pay attention to how exactly the scandalous business of Mr. Borovikov and Mr. Gens works?
